D2.3 Making CCU and CCS Hubs and Clusters Happen – Overcoming Non-Technical Challenges

Successful development of CCU and CCS hubs and clusters is as much a technological challenge as it is a non-technical challenge. Non-technical challenges span social and political aspects, economics, monitoring, reporting and verification (MRV), as well as legal, regulatory, and contractual aspects. Many of these can become showstoppers if they are not given due careful attention by the partners involved in the development and delivery of CCU and CCS hubs and clusters.

This white paper addresses some of the most prominently discussed challenges across the various non-technical areas identified in the first part of the project CCUS ZEN. It also discusses their relevance for future CCUS hubs and clusters in the Baltic Sea region as well as the Mediterranean.

D2.2 WP2 – Workshops on non-technical aspects Summary Note

This document summarises three workshops exploring the landscape of the interrelated non- technical challenges of CCUS (Carbon capture utilization and storage) hubs and clusters in Europe. The workshops were held to jointly with industries explore expert insights toward a strengthened shared understanding of both common as well as region-specific challenges experienced or expected on the path to developing CCUS hubs and clusters. This may serve to identify possible ways to cooperatively overcome such challenges and mobilize opportunities for carbon management in Europe toward net-zero emissions.

D2.1 Mapping of non-technical aspects and stakeholder needs

The development of Hubs and Clusters for Carbon Capture Utilisation and Storage (CCUS) involves complex non-technical challenges and issues pertaining to the involvement of many different sectors, various actor-types and complex regulatory, and legal conditions as well as the need for coherent monitoring, reporting and verification and development of robust business cases for CCUS value chains. Such complexity pervades both the technical and engineering realm as well as a broad range of non-technical issues.

This document does three things: 1. It offers a mapping of non-technical issues that may need to be considered and addressed throughout the development of CCUS value chains; 2. it serves as a document repository that links to key literatures and documents for more detailed examination of the issues identified; and 3. it points to opportunities and steps to resolve such challenges – for private sector actors, industries or sector representatives as well as for national government.
